TOPIC:
Clean Air Power Generation in China.
Speech Synopsis:
Discussion regarding the development of the Yiyang Sunshine Power Co. in Luoyang City, Henan Province, China. The Project at 110 MW is among China's largest clean air, environmentally friendly power plants, using the most modern technology to eliminate pollutants. The Project was awarded the International Energy Fund grant from the California Energy Commission. The Project combines the protections of the Chinese Cooperative Joint Venture legal concept, with the unique Build-Own-Operate-Transfer (BOOT) formula to attach Direct Foreign Investment. The finance combines Chinese bank debt and foreign and domestic equity investment.
