Patrick D. Mulcahy is president of Team China/California LLC, (Costa Mesa, CA and Beijing, China) helping U.S. companies to maximize business opportunities with China. Mr. Mulcahy is a specialist in Chinese government approvals, contract negotiations, and business partnering. He has nearly two decades of experience in China, in the management of joint venture agreements, international finance, and engineering of infrastructure projects, import/export and China market expansion strategies for USA equipment and technologies, especially in water remediation. The Company has strategic partners in Beijing, Jilin Province, Shanghai, Shenyang and Chengdu, Sichuan.

Mr. Mulcahy is an advisory board member of the Professional Association for China's Environment (PACE) and a member of the Southern California District Export Council for the United States Department of Commerce, and a Board Member of the America-China CEO Society as well as other organizations. He has spoken at numerous international forums, for the Department of Commerce, California Energy Commission, U.S. Department of Energy, Asian Development Bank (Shanghai), Asian Pacific Chamber of Commerce, U.S. Chamber of Commerce, American Marketing Assoc., American Water Works Assoc., the Asia Now Conference (Florida), the Southern California International Trade Conference, the Sacramento Asian Pacific Chamber of Commerce (2004) and others.

He has received numerous awards for outstanding contribution, including the State of California Senate and the California State Assembly; City of Santa Barbara for the International Film Festival, China Film Bureau; "Torch Award" from the State Science & Technology Bureau (Beijing, China), and a Special Award from the "Chinese Entrepreneur Society" (Shanghai, China). He was a founding member of the National Fitness Academy and was nominated to the President's Council on Physical Fitness & Health by Coach George Allen. He is the recipient of numerous awards for marketing and introduction of new consumer and industrial products and special event promotion in the American and international marketplace.

Leon Chen, MEBA
China Country Manager

Mr. Chen Liangzhong (Leon Chen in English), graduated in 1982 as a civil engineer, post graduated in English major in 1983, post graduate in Economic and Business Administration in 2003. Currently, he served as the Vice President of the US-China Environmental Fund (USCEF) and manages USCEF Beijing Office since March 2000. At the same time he is contracted as a consultant to the World Bank for China’s ODS Program and UNEP for North Korea’s ODS Program. Mr. Chen is recognized by many US and international environmental organizations as one of the leading environmental engineers in China. He has a long history of successful international cooperation. He is the China Country Manager for Team China/California since 1998.

Member of China Civil Engineering Society; Chinese Society of Environmental Sciences. Consultant for World Bank; drafted China Environment and Sustainable Development Resources Book. Consultant to U.S. Foreign Commercial Service (FCS) to promote Sino-USA technical cooperation in wastewater treatment and solid waste management.

Ms. ShiLing Ding Gray (Shelley)
China Manager, Silicon Valley

ShiLing is an experienced business development manager for Team China/California since 1998. Tri-lingual with accomplished language skills in Chinese, Japanese and English, she has successfully helped American and Japanese companies establishing new businessesin China. Shelley has worked with success in government relations in Manila, Tokyo, Los Angeles and Beijing. She is familiar with every aspect of import-export, and has had her license in this specialty. She is a graduate of Beijing University, and has traveled extensively. She has worked under contract on numerous occasions for the United States Embassy in Beijing, including being on the advance communication team for President Bush’s visit to Beijing in 2003. Shelley was formerly the Business Manager for the Beijing office of Financial Times in London, and now lives in Northern California.

Wang Xian Ming
Wang Xian Ming has a distinguished history of accomplishment in the growth of the “New China”. As a member of the original “State Planning Commission” in the 1980’s, he was responsible for securing the Direct Foreign Investment to develop the large infrastructure projects such as dams, ports, airports and power plants for more than 15 years. He is well traveled and his knowledge of Chinese rules and regulations is second to none. He is very well connected to the current administration and can open the door to most every government institution. As a government relations specialist he can assist in securing important contracts and licenses. Mr. Wang Xian Ming has been involved with Team China/California for more than ten years.

Melissa Yuemei Cheng
Project Consultant
Melissa has an excellent working knowledge of the import-export market in China. She has practical experience from working for China Export Bases Development Co. in Jilin Province, as well as experience in the USA working for a major purchasing and shipping export company in the automobile aftermarket industry dealing with China, Hong Kong and Taiwan. She brings first hand development experience in the water and waste water industry in China and specializes in development of water related infrastructure projects in the important North-North East industrial sector, including Jilin and Shenyang regions. She is bi-lingual in both English and Mandarin Chinese, with strong technology tools and has her teaching credentials in California.

MALCOLM JONES, P.E.
Elected public official as a Director of the Moulton Niguel Water District and Chairman of the Engineering Committee of the Board.
